Professor Evert Palmer is City Manager for the City of Folsom, CA. Evert serves as chief executive of a full-service, charter city with over 72,000 residents, 420 employees, and $86 million in operating expenditures. Evert is an International City/County Manager’s Association Credentialed Manager. He holds a Master of Public Administration degree from Golden Gate University, a Bachelor of Arts in Organizational Leadership degree from Chapman University, and a Certificate of Achievement in Municipal Leadership from the University of Southern California School of Policy, Planning, and Development. Evert is a member of Phi Alpha Alpha, the International Honor Society for Public Administration, the International City/County Manager’s Association, and the American Society of Public Administration (ASPA).
