Justin Dombrowski, EMPA

Justin Dombrowski has over 20 years of experience in emergency management working and volunteering at local, state, federal, international, non-profit and community based organizations. 

Since 2009, Justin has been the Response Division Director for FEMA, Region IX. In this position he leads the federal readiness and response to natural and human-caused disasters in support of CA, AZ, NV, HI and multiple pacific territories while lending support nationally and internationally. Prior to that he was a Federal Coordinating Officer based in FEMA Region VIII, leading the federal coordination of Presidential declared disasters around the nation. 

Justin was the Director of Emergency Management for the City of Boulder and Boulder County.  He also served as the Wildland Fire Management Coordinator for the Boulder Fire Department and was a volunteer firefighter/EMT for the Boulder Rural Fire District. 

Justin served as an Incident Commander and in other leadership positions for over 100 major wildfires across the country on national, regional and all-hazard Incident Management Teams (IMTs).  He has responded to more than 35 Presidential disasters and National Special Security Events in over twenty states, including the 9/11-World Trade Center Attacks, 2002 Winter Olympics and Hurricane Katrina/Rita and Sandy.

Justin is a subject matter expert, chairperson, and has served in leadership positions with national, state and local projects and cooperating groups in emergency management. He has developed curricula, presented and instructed at universities as well as international and national conferences and academies related to emergency management.  He also has extensive experience working with the media on documentaries, programs and news stories at both local and international levels. In addition to extensive education and training in emergency management, leadership, science and education, Justin is a 2005 graduate of the EMPA program and Executive Leadership Program graduate of the Naval Postgraduate School’s Center of Homeland Defense and Security.  He also has a Bachelor’s Degree in Psychology and Sociology from the University of Colorado, Boulder.
