Mobilhomes are constructed in factories, so they usually cost less than half the cost of a traditional "stickbuilt" house built at a lot site So many middle-income people want to buy them - if they have a place to put them. Mobilehome parks" rent out spaces for mobilehomes (will) roads, utility hook-ups, etc ). but counties don't want too many of these parks, because they don't loot: as nice as regular subdivisions County Boards of Supervisors would be willing to allow developers to create a few new mobilehome "parks" - but only if they can require developers to jive priority to their own county residents If they can't require this, then people from outside the COMM (and outside the state) will rash in and fill up the park pretty quickly (This has happened in the past.) if counties can't require developers to give priority to local r residents they simply won't give developers permits to create new mobilehome packs

I drafted the following ,, bill to deal with the problem.

AB 102' Mobilehome Park Development Incentive Act


Section 1 : Any county hoard of supervisors may require the developer of any new mobilehome pal-]<, when accepting new occupants, to give priority to count residents. Section 2: The California Legislature hereby finds that this Act is constitutional

Please let me Know if there are any constitutional problems with m\ proposed AB 102 If you see any ways to r redraft the bill to give a it a better chance of being upheld in court. please let me 1,110\\ what they sire
