Profiles: Troy Holt

Troy Holt graduated with highest honors from Golden Gate University in 2012 with a Master of Public Administration. He holds a Bachelor of Arts from the University of California, Irvine, in Social Ecology with emphases in criminology; law and society; environmental health, science and policy; psychology and social behavior; and planning, policy, and design. Troy has twenty-four years of public agency experience in departments ranging from Police, Public Works, Transportation, Administrative Services and the City Managers Office. He is currently the Communications and Legislative Affairs Manager for the City of Rancho Cordova, CA. Troy reports directly to his supervisor and mentor, City Manager Ted Gaebler, co-author of Reinventing Government. Troy plans to continue his education with a terminal degree in Psychology/Organizational Culture. His research interests include the development and cultivation of strong organizational cultures for the achievement of high performance in public sector agencies.
