Examines the growing trends toward market-based public service delivery systems. Public administrators in many levels of government are being challenged to become more entrepreneurial in their management of public enterprises. Additionally, contracting with private firms and adapting e-commerce processes to provide public services is becoming the norm, rather than the exception.
