Anthony Kim has nearly 20 years of experience as an attorney with the Office of Chief
Counsel, I.R.S. in various roles. Currently, Tony is Senior Counsel with the Large
Business & International Division. Previously, Tony held the position of Deputy Area
Counsel (Large & Mid-Size Business Division). As Deputy Area Counsel for Communications,
Technology & Media, Tony managed several field offices totaling over 40 attorneys
and paralegals. In addition, he supervised national industry programs covering Sports,
Telecommunications, Gaming, High Technology, Research Credit, Media & Entertainment
working closely with Technical Advisors to propose/draft published guidance. He has
served as Associate Area Counsel managing litigation in both the Small-Business/Self-Employed
and Large Business & International Divisions. During his career with the Office of
Chief Counsel, Tony has received numerous local and national awards for excellence
in research, writing as well as developing innovative solutions to improve work efficiency.
Tony has served as the lead instructor training new managers on effective communication
and management skills.
In addition to his government background, Tony has private sector experience as
an Executive Director of Tax Controversy and Risk Management Services with Ernst &
Young, LLP (“E&Y”) from 2008-2009. In this role, he led the Pacific Northwest controversy
practice for E&Y assisting clients to address a wide range of IRS issues ranging from
compliance with IRS procedures and policies to negotiating proposed tax adjustments.
In 2003, Tony began his part-time position as an adjunct professor at GGU. In 2014,
Tony received the distinguished adjunct faculty award from GGU. He also serves as
an adjunct professor at St. Mary’s College teaching Fundamentals of Individual Federal
Income Taxation. He has provided presentations at enrolled agent CLE programs, local
Tax Executive Institute sessions, IRS training programs and Chief Counsel CPE programs.
Tony earned his B.A. from Amherst College, an MBA from the College of William & Mary
and a JD from Brooklyn Law School. He is a member of the New York state bar and admitted
to practice before the United States Tax Court and the United States Supreme Court.
