Debra Nebreda spent the last 29 years in government. She has worked within the controller's
office for three major public entities. Debra was the payroll administrator for both
the Golden Gate Bridge and Highway Transportation District (a special district under
the state of California) and the City of South San Francisco. Since 2008, she has
been employed with the City and County of San Francisco as the director of the Payroll
Personnel Services Division.
Debra has extensive, hands on experience with budgeting, labor relations, job costing,
and internal and external audits in the public sector. In 2007, because of her experience
in public sector compensation, she was hired as a consultant for legal counsel in
obtaining, providing, and interpreting statistical data with respect to employee benefits
and compensation for fourteen of the Monterey County Schools.
Being a "baby boomer," Debra has a special interest in this group of people and continues
to watch the consumer trends this large number of people can initiate or change. She
has bachelor's degree in management (2002) and a master's degree in public administration
from Golden Gate University (2009).
