Scott Chadd grew up in the East Bay Area in the 40's and 50's. He joined the Army and served in the Combat Engineers in Asia and the U.S. from 1966-1969, seeing duty as riot control upon the death of Martin Luther King and teaching combat small arms and demolition at the military academy at West Point, New York. After military service he moved all over the U.S. providing engineering field services for major infrastructure projects (airports, freeways, sewer, water, subdivisions and dams). He received his Bachelor’s degree in 1975 and Masters in 1976. After working as a public policy consultant for Governor Jerry Brown, building custom homes and teaching at the community college in 1986 Scott went to work for the City of Auburn as Director of Public Works (the first such position in California occupied by someone who was not a Registered Civil Engineer). During the ensuing twenty years he served cities, counties and special districts as an Executive Director or Department Head.


In 2006, six years after retiring from the PERS system, he obtained a Doctor of Public Administration degree from GGU. The dissertation title was "Managing Crisis and Change in Local Government: Wayfinding, The Promise and Management's Use of the Future", which examined the issues facing those in local government who are tasked with accomplishing goals through others.


Scott currently provides professional consulting services to government and private sector clients in his area of expertise, owns and operates the Lotus Bonsai Nursery which is one of the largest and most successful endeavors of its kind on the West Coast, teaches graduate school, plays golf, and travels to destinations varied and distant.
