Javier Salinas received his Bachelor of Arts from the University of Texas, a J.D. and M.B.A. from the University of Houston, and an LL.M. in Taxation from Boston University School of Law.  As a Managing Director in the International Tax Services group of BPM LLP, in San Francisco, he serves global clients in a wide range of industries, including technology, life sciences, e-commerce, financial services, and traditional manufacturing and distribution.

He was previously the lead International Tax specialist for Grant Thornton’s New England region, based in Boston.  Prior to Grant Thornton, he was a member of Ernst & Young’s National Tax Department in the International Tax Services Group in Washington, D.C.  Before entering the private sector, he worked in several offices of the Federal Government in Washington, D.C., including as:  Senior Advisor to the General Counsel at the U.S. Treasury Department, Attorney-Advisor at the IRS Office of Associate Chief Counsel (International), and Attorney-Advisor to the Honorable Juan F. Vasquez at the U.S. Tax Court.

He is a member in good standing of the District of Columbia Bar, as well as the State Bars of California and Texas, and a member of the American Bar Association, Section of Taxation.
