Jeff is currently a National Technical Specialist in the International Practice Network-Jurisdiction to Tax Inbound Group within the LB&I division of the Internal Revenue Service. Jeff works with a team of technical specialists, local counsel and ACCI counsel in providing guidance to field examiners in issue development, formal/informal guidance, and training. He develops and  presents national web-based and live training sessions for international examiners. He has co-written numerous Issue Practice Units in the Inbound Taxation area that are used by field examiners in examining certain taxpayer issues/transactions. He was previously a senior international examiner and managed all international aspects of CIC large case audits of multinational taxpayers.  He was also a regional trainer in the national training program entitled Leveraging International expertise which helped instruct domestic agents and field specialists in many international tax technical areas.

Jeff has been an adjunct faculty professor in Golden Gate University’s Braden School of Taxation since May 2008. He has taught the following cybercampus classes: TA321 Principles of International taxation;  TA350C.C1  Income Tax Treaties; and   TA350A.C1 Taxation of Foreign Persons with US Activities. Prior to joining Golden Gate University's School of Taxation faculty, Jeff served as a Tax Director for Lucent Technologies and Bloomberg L.P. working in all areas of international tax planning, tax audits and tax compliance.

Jeff holds an M.B.A in Taxation/Finance from the New York University Stern School of Business and a B.S. in Economics from the Wharton School of the University of Pennsylvania.  Jeff is a licensed in New Jersey as a C.P.A. Jeff and his family currently reside in New Jersey.
