Paul Figueroa

Paul Figueroa was born and raised in Oakland, California.  He holds a bachelor’s degree in Political Science from Cal State East Bay.  Paul earned a master’s degree in Public Administration from Golden Gate University in San Francisco. In 2012, Paul graduated from the University of La Verne, in Southern California, with a Doctorate Degree in Organizational Leadership (EdD).  Combining his academic and professional work, Paul created a model for building trust between the police and community.

Paul Figueroa began his career in law enforcement as an Oakland Police Cadet in 1991 and became a police officer in 1995 and retired in 2022. Paul worked in all ranks from Police Officer to the Assistant Chief of Police. Paul has extensive experience in field command, criminal investigations, accountability, auditing, administration, leadership, trust building and a variety of community policing programs. Paul is a nationally recognized expert on procedural justice and police legitimacy.
